$420 Million for Guam Buildup

Japan’s Lower House included in the 2011 fiscal budget, which begins on April 1, 2011, $420 million for the Guam buildup.  They also included $21 million for facility replacements in Okinawa.


Guam Matters – Guam & CNMI rates

Heads up… please be sure your small package carriers to Guam & CNMI are charging you domestic rates regardless of their “reasons”.  We have noticed that many of the small package carriers or less than load shipments to Guam & CNMI are being sold as “foreign” and therefore have international rates.

GCI Lesson learned:  when presenting a federal proposal for a Mentor Protege it is the opinion of GCI that you should be sure to submit / deliver / mail from the Protege or risk rejection by the federal agency….  we recently experienced this with the FAA.

*SBA expects first contracts in new woman-owned business program by summer*

The Small Business Administration’s Women-Owned Small Business Federal Contract Program becomes official this week, opening new opportunities for those small businesses.

The program goes into effect Feb. 4, and SBA officials said today they expect the first contract awards under the program by the fourth quarter of fiscal 2011.

SBA Administrator Karen Mills said woman-owned businesses are one of the fastest growing business sectors, and are playing a key role in creating jobs and driving the U.S. economy.

“That’s why providing them with all the tools necessary to compete for and win federal contracts is so important,” she said in a statement. Federal contracts can help energize these companies’ expansion.

*DOD needs better census of contractors*

As Congress seeks more information on the Defense Department’s service contracts, the DOD officials have to figure out how to accurately determine the number of private-sector employees doing the work, according to a report released this week.

The defense agencies differ in their approaches to reviewing the work performed by contractors and the extent to which they use the inventories to make workforce decisions, according to the Government Accountability Office.

For federal contractors, agencies are also adjusting to the tough times, double-checking costs against necessity before spending the slightest bit of money. *SBA offers grants for business-development help*

Small Business Administration officials have roughly $5 million available for national business organizations to mentor small business in the federal marketplace to help them win contracts.

The Small Business Teaming Pilot Program was created by the Small Business Jobs Act, which became law in September. Under the program, SBA expects to award 10 to 20 grants between $250,000 and $500,000 each for fiscal year 2011, officials announced today.
